Eastern Highlands Health District
Eastern Highlands Health District, in cooperation with the State Department of Consumer Protection, is responsible for ensuring that on-site water wells are installed and maintained in a sanitary manner.
Well permits are needed for new wells, deepening existing wells, hydrofracting, geothermal wells, well abandonment etc. A licensed well driller will submit the permit to EHHD, with the appropriate fee. If paying by check, the check should be made out to EHHD. Alternatively, payment may be submitted online.

Water System Advisory Committee
The Water System Advisory Committee (WSAC), formed by the Connecticut Water Company as part of the agreement with the town of Mansfield, includes representatives of the Town of Mansfield, UConn, and nearby communities to serve in an advisory role as Connecticut Water becomes the water supplier to off- campus customers currently served by the University of Connecticut in Mansfield and future public water customers in the community.
The committee will “provide local input and ensure communication and collaboration relating to the water system, system improvements, local planning, economic development, water and land conservation, and environmental stewardship” according to the Memorandum of Agreement between The Connecticut Water Company and the Town of Mansfield.
